Unfortunately, they can. Being sucked into a vacuum cleaner bag may be their equivalent of a ride at an amusement park. Bags are now made that are anti-bacterial, but these won’t kill cockroaches, either. If you vacuum bugs into your vacuum bag, you can use bug spray into the bag to kill them.
Bagless vacuums may provide a better opportunity to kill cockroaches. If you know you have sucked up bugs – and they are hard to miss – you can kill them with spray when you empty the container.

Unknown to most, cockroaches are actually quite clean. The species that live in or around human homes are attracted by a “filthy” habitat of poorly discarded trash and uncovered food. Cockroaches are fastidious. They groom themselves all the time, running their antennae and legs over their little bodies. Then they clean their appendages using their mouthparts. They groom themselves like cats do.
As far as cockroaches being evil, this would assume that they are able to intentionally become a burden on people. They really are not that bright.
